What changed in April 2026: old vs new Haryana minimum wages

Before this revision, Haryana's minimum wage was built from a basic rate fixed in 2015 plus a twice-yearly Variable Dearness Allowance (VDA). The April 2026 notification replaces that structure with a fresh basic rate for each category.

Do Haryana minimum wages differ by city or district?

No. Haryana does not use zones in the 2026 notification. The rate depends only on the worker's skill category, so an unskilled worker in Faridabad, Sonipat, Panipat, Rewari or Hisar has the same floor of ₹15,220.71 a month.

The notification gives four categories. Classification depends on the work actually done, not the job title on the offer letter. The examples below are typical classifications used by payroll teams; check the definitions in the Code on Wages rules when a role is borderline.

Common mistake: Older Haryana schedules had separate rows for clerical staff, drivers, and guards. The April 2026 notification has only these four skill categories, so map every role to one of them and record the reason in your wage register.


How to calculate minimum wage in Haryana: worked examples

Use these three formulas, all based on the notification's divisor of 26 days and an 8-hour day:

  • Daily wage = Monthly rate ÷ 26

  • Hourly wage = Daily wage ÷ 8

  • Overtime pay = Hourly wage × 2 × overtime hours

Salary structure: why "basic only" matters for your CTC

This is the part most Haryana employers get wrong. The notification states that the minimum rate cannot be broken into allowances. In practice, the component you treat as wages (basic, plus DA if you pay one) must be at least the notified rate on its own. HRA, conveyance, special allowance, and bonus do not count towards the floor.

PF and ESI impact of the new Haryana rates

Two changes in 2026 hit Haryana payroll at the same time. The basic wage floor went up by 35%, and the EPF wage ceiling was raised from ₹15,000 to ₹25,000 per month through notification S.O. 5109(E) dated 17 September 2026. Every Haryana minimum wage is now below ₹25,000, so PF on the full basic is mandatory for these workers.

Haryana does not levy professional tax. A small Labour Welfare Fund deduction applies separately (see payroll taxes in India). ESI applies only while gross wages stay within the ESIC coverage limit. Employer EPF admin and EDLI charges are extra.

Statutory bonus also goes up

Under the Code on Wages, a statutory bonus is calculated on ₹7,000 or the applicable minimum wage, whichever is higher. With Haryana's new rates, the minimum wage is now the higher figure for every category, so the minimum 8.33% bonus rises sharply.

Trainee maths, so you can see why the floor bites: 75% of the highly skilled rate is ₹14,569.39, and 75% of the skilled rate is ₹13,875.61. Both are lower than ₹15,220.71, so in practice no trainee in Haryana can be paid less than the unskilled rate.

Penalties for paying below minimum wage in Haryana

On top of the fine, the employer must pay the shortfall as arrears. Workers can file claims for up to three years, so underpayment from April 2026 remains recoverable well into 2029.


Employer checklist for Haryana minimum wage compliance

  1. Map every employee to one of the four skill categories and note the reason in the wage register.

  2. Check that basic (plus DA, if paid) meets the category floor on its own, without counting allowances.

  3. Pay arrears from 1 April 2026 to anyone paid on the old rates.

  4. Recalculate PF on the new basic and apply the ₹25,000 EPF wage ceiling.

  5. Recheck ESI coverage, because higher basics push some workers over the ESIC limit.

  6. Update overtime, leave encashment and bonus formulas that use the daily rate.

  7. Get contractors to confirm in writing that their workers on your site are paid the new rates.

  8. Display the current minimum wage notice at the workplace.

  9. Set a reminder to check the Labour Department portal for CPI-linked revisions.
